Over the past several decades, the senior living industry has faced increasing scrutiny around disaster preparedness—particularly in the wake of 9/11, facility fires, cyber-attacks, elopements, and other emergencies. Disasters are defined as events whose severity, scope, or nature exceed an organization’s ability to respond effectively with existing resources—demanding strong coordination, decisive leadership, and efficient management.

This seminar will equip leaders with proactive strategies, real-world case studies, and an actionable Incident Command framework tailored specifically for long-term care environments. You’ll learn how to build a rapid-response culture that prevents crises—and protects your residents, your license, and your community’s trust.

Kenneth Daily, LNHA, one of the nation’s foremost experts in disaster preparedness for senior living and President of Elder Care Systems Group will share his insights on how effective leadership and planning save lives, protect property, and preserve organizational stability. His guidance will help leaders move from reactive response to proactive prevention, ensuring readiness for the unforeseen emergencies every facility will inevitably face.

In addition, a local leadership panel will discuss their first-hand experience managing a major crisis in early 2025. This panel of seasoned professionals will candidly share the realities of emergency response—what went right, what didn’t, and what they learned. They’ll reveal how often such events occur, identify emerging patterns, and highlight the devastating consequences that can result when preparation falls short. There will be an opportunity for participants to share their own experiences and lessons learned in managing crises within their communities.

Together, we’ll explore how facilities can strengthen protocols, staff training, and environmental safeguards to better protect the most vulnerable individuals in our care.

The 2025 Emergency Preparedness Leadership Summit underscores the critical role of leadership in disaster management. While every team member plays a part, it is ultimately leadership’s responsibility to set the tone—establishing clear policies, ensuring compliance, and guiding teams with confidence through times of crisis.

An important note: While much of the framework for today is based in requirements from the Centers for Medicare and Medicaid Servcies (CMS), information presented is best practices for ALL levels of long-term care, including Assisted Living Communities (Residential Care & Supported Residential Care).

Objectives

1. Analyze the CMS Emergency Preparedness Requirements for Medicare and Medicaid Participating Providers and Suppliers to determine compliance obligations for healthcare facilities.

2. Interpret the CMS Appendix Z Emergency Preparedness Guidance to Surveyors and apply its principles to facility preparedness planning and survey readiness.

3. Evaluate disaster mitigation strategies that prevent or reduce the impact of emergencies, including structural design, maintenance practices, policy development, and staff training programs.

4. Demonstrate effective emergency response actions by applying the facility’s emergency operations plan and utilizing the Incident Command System (ICS) to ensure safety, reduce confusion, and enhance coordination with first responders.
